From Toilet to Tap: The Growing Use of Reclaimed Water and the Legal System’s Response
Since the wide-scale use of reclaimed water is a relatively recent development, the ownership and use of effluent are relatively new issues in water law. Therefore, this Note seeks to provide a framework for understanding the legal and policy dimensions of reclaimed water use. This Note focuses on the state of Arizona because Arizona is facing especially critical future water shortages and has assumed a leading role in adopting programs and policies to further the use of reclaimed water.
